looks to be along the lines of this, which also contains German-made RCA International black label pressings (same cat nos for Aladdin Sane and Hunky Dory).
given the cover picture and shoddy typography, it's almost certainly a quickly assembled opportunist cash-in on the Serious Moonlight tour and Let's Dance. i expect the albums are in plain white sleeves as per the Early Years set and it was probably priced low to shift some old stock.
a back cover shot would be useful if someone has it, to confirm it's a legitimate RCA release. if so it can be added to the discography... thanks for bringing it up.
